Without intensity, the body won’t be able to build muscle. Only a combination of both will result in success.
Rest means making sure there is enough time between sets and that there is enough time spent sleeping every night. Recovery time is very important when it comes to building muscle. The other thing is to make sure the workouts are intense, but not too long. In hardgainer workout routine bodybuilding, stick with routines that hit multiple muscles in complex movements like the squat. On the other hand, avoid routines that simply waste time at the gym with no muscle gain such as machines or something even worse like cardio.
